Description of Issue:

The number in the Updates menu includes available updates for child sites that are currently disconnected. When you open any Updates screen, those updates are missing from the table. If only disconnected sites have updates, the page even shows “You're All Set! No updates available right now.” while the counter is still non-zero.

Steps to Reproduce:

Have at least one disconnected child site with pending plugin/theme/core updates.
Look at the Updates count in the left-hand navigation — note that it’s > 0.
Click into any Updates page (e.g., Dashboard › Updates › Plugins).
Observe:

• The table lists updates only for connected sites.
• The counter and the table don’t match.
  If no connected sites have updates, you’ll see the “You're All Set!” message even though the counter says otherwise.
