Translation Updates - the red X icon does not have a tooltip, and the popup modal auto-closes #773

Description of Issue:
When updating Translations, if there are any failed translation updates, the popup modal will automatically close. It should automatically close only when all updates were successful.
Additionally, those failed translation updates will not have a tooltip on their red X icon.
Steps to Reproduce:
Navigate to Sites > Updates > Translations.
Update Translation in bulk.
If there are any failed updates, observe that the tooltip for the red X icon is absent.
Also observe that the popup modal will automatically close.
