Abandoned Plugins/Themes pages show an empty list in some views #768

Description of Issue:
The Abandoned Plugins and Abandoned Themes pages show an empty list with a message "You're All Set! No abandoned plugins detected." when the "Show updates per Site" or "Show updates per Tag" is selected in the top left.
The "Show updates per Item" is unaffected and will display a list of abandoned items.
Steps to Reproduce:
Have a plugin or theme that's detected as Abandoned.
Navigate to Abandoned Plugins or Abandoned Themes page.
Select "Show updates per Site" or "Show updates per Tag" in the top left.
