Description of Issue:

There is an issue with the default state of the dropdown. The list below is showing available updates for WP Core even though the dropdown menu has Plugin Updates selected.
To see the list of available updates, manually select the Plugin Updates from the dropdown.

Steps to Reproduce:

Navigate to a Child Site's Overview Page, then Updates page.
The dropdown will show "Plugin Updates" being selected.
Click on the dropdown to see that it is actually "WordPress Updates" being used to populate the list below.
