[FeG] AVP 437 Requested-Service-Unit inside MSCC must be empty #8612

Describe the Issue

AVP Code: 437 Requested-Service-Unit

FeG sends inside the MSCC, the AVP Code: 437 Requested-Service-Unit along with RG and SI AVP in CCR-I and CCR-U. RSU indicates in every CCR-U a decreasing quota respect to the previous one. For a better behavior of slice quota management, Magma must be able to send empty this AVP as others SPGW do.

Current behavior:
In CCR-I and CCR-U, inside the AVP MSCC, it sent the AVP 437 RSU with a configurable quantity of requested quota to OCS by Gy:

In each CCR-U, the RSU is decreasing the requested quota respect to the previous one:

Expected behavior:
In order to let the Quota Manager (OCS) the one who decides how much should be the quota slice, this AVP RSU must be sent empty in CCR-I and CCR-U.

AVP RSU must be sent but should be empty. This is in order to not cause any kind of slice quota loop and let the OCS send the proper quantity of octects.

Additional context
Attached a trace with the current Magma FeG bahavior (Gy TCP port 5112 and Gx TCP port 5111).
