This PR extends the dependent volumes concept to instance migration.
Dependent volumes were introduced previously in #3025 as volumes tightly coupled to an instance, with support for export and import alongside the instance. This change ensures that whenever an instance has dependent volumes, those volumes are automatically included in the migration process.
