What are you currently unable to do

api.InitLocalPreseed defines a series of resources, which can be pre seeded in incus during cluster creation time. Currently, it is not possible to add cluster groups through pre seed.

What do you think would need to be added

Cluster groups should be added to api.InitLocalPreseed and to the cluster pre seeding logic, such that cluster groups can be created at this stage.
