No way to set password for PVE when key auth used



**Describe the bug**
PVE does not connect


**To Reproduce**
1. Add server.
2. Add openssh key
3. Try to connect PVE

**Desired Results**
PVE control interface is opened


**Actual Results**
PVE control interface does not open: "cannot authenticate with linux PAM password"
