What problem are you trying to solve?

Currently with #4177, jaegerLinks are shown in the MetricsTable when jaeger add-on is enabled. But as Tracing is optional even for meshed pods in Linkerd, JaegerLinks show-up even when the add-on is enabled but the proxies were not configured to send traces.

How should the problem be solved?

It would be nice to show jaegerLinks only when there are relevant traces present.
What do you want to happen? Add any considered drawbacks.

Is there another way to solve this problem that isn't as good a solution?

How would users interact with this feature?

If you can, explain how users will be able to use this. Maybe some sample CLI
output?
