The original goal of the work that resulted in #1260 and #1261. This work supports the new npm5 file: specifier changes such that one can completely ignore lerna bootstrap, just use npm install in the root, and lerna publish will "just work" (that is, a version with semver specifiers will be published, and the relative file: links will be preserved in the source).

I hope to use this in the dogfooding of lerna in lerna (#174).

It's pretty exciting.
