When a functor
F : C ⥤ Dsatisfies a suitable condition, this PR constructs a shift on the categoryDfrom a shift on the categoryC.This is used in dependent PRs #6653 and #6655 to quotient categories and localized categories. Using #6626, this will be used later for the shift on the homotopy category of cochain complexes. In a slightly more remote future, this will be used for the shift on the derived category.
