Port prereq functionality from docs/static/files/run_openrag_with_prereqs.sh to tui startup.

Handle case for overlay corruption and conflicting docker / podman setups.

Philosophy:

• never change user's system without explicit Y / N confirmation
• allow exit on every prompt
• only offer to install docker and podman cli's [apache 2] not desktop products
• for sudo commands always shell out, don't capture outputs, allow user to type password interactively
