  1. cli: Show notification instead of error when no AI agents found 

    When no AI coding agents are detected, show a notification and allow
the user to start a regular shell wrapped in klaas. The shell option
is now always available in the agent selection menu.

The error message now only appears if both shell and AI agents are
unavailable (e.g., SHELL env var not set and no agents installed).
