As of #465 this is psuedo the default, and
this test is really verbose for what boils down to "uses
`"<JOB_FILES>"`...

This is also making assumptions that these tools are available globally,

It looks like due to unfortunate ordering of PRs landing, the
introduction of `fix_smart_quotes` built-in didn't benefit from [the
change to use `stage = "<JOB_FILES>` across the
built-ins](#465), which results in the
built-in having incorrect behavior in staging files.
