Description

Reduce the amount of spamming (aka network noise) of non-LAN nodes in kubo’s downloading system.

Likely required before turning on HTTP retrieval by default in boxo / kubo

1. Lower resource consumption on clients
2. Lower resource consumption on servers
3. Much lower resource consumption on Amino DHT server nodes that are not hosting content that’s frequently being downloaded which should strengthen the network and better enable growth
