This pull request updates the IANA timezone database from version 2018f (released in 2018) to version 2025c (the latest release). The primary motivation is to support newly added and renamed timezones, particularly Europe/Kyiv, which is the modern canonical name for Ukraine's capital timezone (previously known as Europe/Kiev).
