Dont fail build if m4 files are not installed #917
Description
Modify MACRO_CHECK, to not fail the build but let us know if the AX_VALGRIND_CHECK and others are defined.
If the m4 files that defined need macros are installed (locally or by autoarchive-conf)
then
Use valgrind and code coverage,
else
let autoconf build cc-oci-runtime.
