This PR moves openapi tag descriptions, x-traitTag , x-tagGroups to new files - mostly just a small refactor for readability as the list grows. I'm not sure if anyone except Docs uses them. We temporarily managed them in the Docs repo, but this PR along with influxdata/docs-v2#3977 assume
openapiwill be the primary source. In the Docs pipeline, we use OpenAPI CLI to extract all tags and populate the "All Endpoints" group.
