Adda a new setting (LOCAL_PASSWORD_MIN_LENGTH) to configure the minimum required length of new passwords. The setup wizard is updated to create config files with 15 characters as the default minimum length as per the current NIST recommendations. For existing installations, the default is 8 characters.
