Problem

Bulk-judgment of editables currently only allows for acceptance and rejection. Sometimes it would be useful to be able to reject all "needs submitter confirmation" revisions at once.

Solution

Add a bulk-judgment option that rejects "needs submitter confirmation" revisions.
