Describe the issue

Uploading a submission sometimes takes seconds or tens of seconds before redirecting to the status page. During this time, clicking the upload button again will create a second submission that conflicts with the first. This can arise either due to an accidental double-click or by an intentional second click because the site seems non-responsive.

There's also some anecdotal fear of a bug that causes a double-submission even with a single click - should investigate that as well.
