Closes #9533.
Improves code related to WP mode lockout when interrupted by RTH and Manual modes. Lockout prevents WP mode from reactivating after RTH or Manual modes were activated during a mission then subsequently deselected without first deselecting WP mode. When this happens WP mode needs to be deselected first before it can be reactivated.
Changes ensure lockout doesn't interfere with WP mode activating when it should, such as after Launch mode ends,
Works as expected from HITL testing.
