Proposal

The changes that have been made in #28 include a ReadTheDocs template (much the same as found in xhydro). ReadTheDocs is a solid documentation hosting platform that is used all over the place and has some nice features on top of being FOSS software and free-to-use.

Migrating from one documentation engine to another will be very simple to perform.
