Allow Using Low-Res Mouse-wheel Events on Linux #268

I use my mouse-wheel for several mappings, and using the hi-res wheel events makes them not functionally useful. For example, one of my mappings is changing the system volume. On Windows, this works very well, doing a single volume-up/down with each wheel "ratchet", allowing me to adjust with precision. However, on Linux, doing tiny wheel movements has the volume flying up and down, hardly usable. This is the case with all such mouse-wheel automations.

I'm not sure if using the hi-res wheel events ever makes sense, but perhaps there are use-cases that I'm overlooking. In any case, I think it would make sense to at least have a directive that determines which wheel-events to use.
