This PR updates the auto_triage workflow to check type or label in an issue before auto applying the triage label. See
Azaya89#9 for testing.

Pull Request Overview

This PR improves the auto-triage bot workflow to be more intelligent by checking if an issue already has labels or a specific type before automatically applying the triage label. This prevents duplicate labeling and ensures only genuinely new/unlabeled issues get triaged.

  • Adds logic to check existing labels and issue type before applying triage label
  • Implements conditional labeling based on whether an issue needs triage
  • Restructures the workflow to include proper environment variable handling
