Switch to Trusted Publishing

Can't cut a release of higlass-python because PyPI now requires TFA. If someome @pkerpedjiev / @nvictus can authorize the repo on PyPI (repo: higlass/higlass-python, workflow: ci.yml, environment: none), we can cut a release.
