I have only fully tested building cabal-install with --allow-newer so it might be possible there is an additional deps bump needed here, but maybe not.

@juhp: Oleg @phadej does not like mere bound bumps to be submitted to his projects (usually opening an issue is enough); but independently from that, any base bump should also come with a bump of the CI to include the new GHC version. This makes a PR more valuable, and also delivers evidence that the base bump is sound.
