This check converts constructors’ member initializers into the new default member initializers in C++11. Other member initializers that match the default member initializer are removed. This can reduce repeated code or allow use of ‘= default’. This is a check that we considered enabling several versions ago but it produced weird and wonky results that we didn't like. This version seems pretty reasonable to me (I think that this style is generally preferable). What do other folks think?
