Standard doclet is used instead of our custom one. Doclet API was changed incompatibly in Java 9 and since Java 13 old API is not avaiable.
Standard doclet also produces more familiar pages with full information and better design.
installertarget is tested with Java 8, Java 11, and Java 17.Closes #1983.
