This PR fixes CI on master (due to Debian 9 (stretch) recently becoming unavailable).

Changes

  • Removed all Java In-process Proxy related code because interop tests are no longer passing on newer Maven/Debian images.
  • Updated Debian to 11 bullseye (from 9 stretch)
  • Also updated
    • Node to 20.0.0
    • webpack, webpack-cli
  • Also mentioned Nginx as a potentially viable proxy.

@vnorigoog @stanley-cheung FYI.. I've attempted several maven images but cannot get them to work :)
