The api_listener test adds an extra target-grpc-proxy and we're running into quota issues for all of the CI runs right now. Temporarily remove this test from the default all list until b/187352987 is resolved.

SGTM

I thought the quota issue is also caused by the test timeouts (so that the resources were leaked). I deleted quite a few (30? 40? more or less, I didn't count) leaked resources today, and hopefully the situation is better now.
