Backport #22758 to v1.29.x.
This fix blocks the AsyncIO integration for GCP Python client libraries. It doesn't need to go in as v1.29.0, but I hope it can be released before waiting another 6 weeks. If the artifacts build already started, this PR can wait until next patch release.
