Add import or organize imports choice dialog not restricted to annotation types when proposing choices for an annotation

@Builder
class Foo {
}
```
Place caret over/after Builder and Add imports or Organize imports.  Builder is proposed from a number of sources.  Only annotation types should appear as choices.
