We should have instructions on the procedure to make a GCT release including:

• Policy for how to decide when to make the release (ask the list?)
• Tagging
• Making builds for downstream distributions:
  • Debian
  • EPEL, Fedora
  • SUSE
• Release vote for the PMC
• Which files to update (autoconf files?)
