Cloud-rad publication pipeline logic is extracted into @google-cloud/cloud-rad dependency. Delete most of the logic from the templates and replace with a call to
cloud-rad.$VERSIONis used in @google-cloud/cloud-rad to publish ref docs fora particular version. Pass
$VERSIONin via Stubby or Fusion.
