TIL: the infrastructure we use to manage the Google client libraries is available as a GitHub Action:

In combination with a checker for Conventional Commits, this could reduce maintainer toil in cutting releases and maintaining the changelog.

Discussion items:

• Is it worth moving away from the pandas commit conventions to do this?
• Are there other thing we do at release time that I'm missing? (Perhaps the need to run system tests from forks CI: use contexts to allow manual approval of running system tests #348?)
