…bs (googleapis#1975)

## Description

This changes adds job label in the BigQuery jobs submitted by the tools.
The key of the label would be `genai-toolbox-tool` and the value be the
tool kind (e.g. `bigquery-execute-sql`). This will help the customer
identify jobs submitted via their MCP toolbox usage. Here is a quick
demo: screen/BsWziBoetSexe6T.

### Tested locally

* Ran the toolbox server locally with UI

* Executed a SQL via `execute_sql` tool in the toolbox UI
