We use legacylibrarian release stage to bump a library version. Since the version is used in librarian generate, we need the library version in librarian.yaml the same as state.yaml.

Though we've created a tool, syncversion, for this purpose, we need to expand legacylibrarian stage to call syncversion to reduce manual steps.
