librarian(bug): librarian release init fails with Library does not have any releasable units for recently configured library #2629
Description
After applying a potential fix for #2628, I ran into another issue trying to prepare a release for the change in PR googleapis/google-cloud-python#14791 where librarian reported Library does not have any releasable units and will not be released..
