[sidekick]: make root configurable for update subcommand

Currently we can say:

```shell
sidekick update
```

And that automatically updates the googleapis SHA and refreshes all the code. We want to be able to say

```shell
sidekick update -root discovery
```

and update the discovery doc SHA and then refresh all the code.
