Objective: the process for rolling out a generator image update.

Include: any automation components, what type of tests should be run before rollout (note do not design the tests, just what should be validated before rolling out), and how newly generated code from an image update is applied to code base (when/how do we run librarian generate command and what is the metadata on the generate PR)
