Expectation: a release PR that changes the version of a library should include that changed version in the state.yaml file

jskeet/google-cloud-go#4 is a release PR (note, on a fork) which correctly bumps the version in a changelog, Go-specific version files and metadata files - but does not change state.yaml.

Assigned to Cody to reassign; this is currently a blocker for releases.
