follow-up to #1694

Nested Commits: We will support nested commit blocks in a commit bodies that are gated by BEGIN_NESTED_COMMIT and END_NESTED_COMMIT
Commit Overrides: We will support parsing BEGIN_COMMIT_OVERRIDE/END_COMMIT_OVERRIDE in commit bodies to update commit messages.
