Migrate sidekick from google-cloud-rust to librarian.

Once this is done, the Rust team should be able to run go run github.com/googleapis/librarian/cmd/sidekick@${SHA} for all workflows.

Future things:

• sidekick: replace sidekick refresh with librarian generate #1551
• sidekick: replace sidekick configure with librarian configure #1552
