Fix broken link to DEVELOPING.md (#4518)

* Fix broken link to DEVELOPING.md

It looks as though someone forgot to add the other half of the Markdown hyperlink. This fixes that.

* Use relative path

This makes it so that it will point to the right file in a fork or if the directory is moved.
