References to an issue tracker URL appear in at least two places in both generated and hand-written packages:

1. pubspec.yaml files (i.e. issue_tracker)
2. README.md (in the bug tracker link in the labs notes)

These issue tracker URLS should make sense for the package, i.e.:

1. label the issue with the correct package
2. use a template with good advice on how to return a bug/create a feature request
