Users can get frustrated by needing to put in a strong password. Even when set to weak, there's still a number of cases where it can be seen as "very weak" by our meter.

Describe the solution you'd like
Make the requirement weak by default, and allow value of "1" from the wp password strength checker (but not zero, which is when reserved words and values from other fields are used).

Describe alternatives you've considered
We could even disable password strength completely, and they can enable it?
