Failure on riscv in release-nightly:

I wonder if it's really worth keeping this badly maintained platform. The same platform is also blocking the migration to rspack.

Revert "Bump alpine to 3.23 (#36185)" (#36202)

Unbreak the release pipelines. The issue is caused by
https://gitlab.alpinelinux.org/alpine/aports/-/issues/17775 which
supposedly fixed in 3.23.2 and our build did use that version from what
I see, but maybe it's not fixed yet for `riscv`. We should try this
upgrade again later.
