Overview
This PR bootstraps the project with go modules for dependency management. This will ensure safe & consistent vendoring of external libraries.
Notes
The
github.com/github/hashicorp/raft*libraries seem to have been patched, so for now I've moved them tointernal/raft*packages/cc https://github.com/github/database-infrastructure/issues/2705
