As our official policy is to support the latest version of Go, we upgrade our CI and release workflows to version 1.19, which was recently released.

Because Go version 1.19 adds more support for documentation comments and now also reformats such comments automatically, we update a few of them to meet the new standards.

We also drop support for versions older than 1.18 as they are
not supported by upstream Go.
